Brandi Gunder

Brandi Gunder advises clients on matters at the intersection of law, government, and public policy, drawing on more than a decade of experience at the highest levels of Florida government. Her background includes senior leadership roles involving the state budget, fiscal policy, government operations, and regulatory oversight.

Before joining Continental, Brandi held senior positions in the Executive Office of the Governor, including Acting Director, Budget Director, and Deputy Budget Director of the Office of Policy and Budget. In those roles, she helped develop and oversee the Governor’s recommended state budget, which exceeded $114 billion, and regularly advised the Governor and senior staff on significant policy and budget matters. She also directed critical state expenditures during natural disasters and public health emergencies and oversaw the tracking and allocation of more than $14 billion in federal COVID-19 relief funds.

Brandi previously served as Policy Coordinator for the Governor’s Education Unit, where she oversaw Florida’s more than $25 billion education budget and advised senior leadership on K-12 and higher education policy. 

Earlier in her career, Brandi served as Program Director for Property Tax Oversight at the Florida Department of Revenue, where she oversaw the administration of more than $31 billion in property tax collections and managed more than 130 employees across six offices statewide. She also served in the Florida Senate Majority Office, giving her experience within both the legislative and executive branches of state government.

Immediately before joining Continental, Brandi served as Vice President of Research for Florida TaxWatch, where she led policy initiatives focused on fiscal accountability, healthcare, aging, government efficiency, and transparency, including leading the organization’s Institute for Quality Health and Aging.

Brandi’s extensive experience working with state agencies, legislative leadership, local governments, and senior executive officials gives her a sophisticated understanding of Florida’s governmental and regulatory processes. She also has deep experience with the technical systems that underpin the state’s appropriations and budgeting process, including the Legislative Appropriations System/Planning and Budgeting System (LASPBS).
